MOE Registration for Tuition Centres: The 10-Student Rule

· 7 min read · By the TuitionCRM team

"Do I need to register with MOE?" is the question every tutor asks when their group classes start to grow — and every centre owner must answer before they open. Here's what MOE's own pages say, in plain words.

The rule: 10 or more persons

MOE says you must register your private school, the courses you offer and the teachers allowed to teach if your school offers education for 10 or more persons. That includes tuition and enrichment centres that teach subjects taught in mainstream schools. Running an unregistered school is an offence.

What counts as 10?

This is where tutors get stuck. The rule is about how many people your school teaches — and MOE's page doesn't spell out every case, like whether it's at one time or in total. So:

  • A centre with classrooms and a timetable: register. That's what the rule is for.
  • 1-to-1 tuition at students' homes: this rule isn't aimed at you — you're not running a school.
  • Small groups at home that are growing towards 10: ask MOE before you reach it, and describe exactly how you teach. Don't guess — and don't plan a bigger class or a lease until you know.

Before you apply

  1. A registered business. Only an ACRA-registered company, business or LLP can apply, and you sign in with Corppass.
  2. Premises approved for school use. Written permission from URA, or HDB's approval, to use the unit as a commercial school.
  3. Fire safety. A floor plan approved by SCDF, and a Fire Safety Certificate.
  4. A management committee. The people who run the school. Members shouldn't be teachers or staff unless they're also owners (directors, partners or shareholders).
  5. Your courses and teachers. The first application takes up to 10 courses and 10 teachers — add more after you're registered.

How to apply, and how long it takes

  1. Apply on GoBusiness Licensing with Corppass, and upload your documents.
  2. MOE checks them and visits your premises.
  3. You get a decision about 14 days after MOE has a complete set of documents and you've passed the site visit, whichever is later.
  4. Pay the fee: S$392.52 before GST on GoBusiness (checked 17 October 2026). It's non-refundable, even if the application is rejected.
  5. Display your certificate of registration at the centre.

After you're registered

The certificate doesn't expire, but MOE must always have the right picture of your school:

  • New teachers and courses — add them before they start. Up to 20 teachers per application.
  • Your management committee — re-register it every 3 years, and update MOE when members change.
  • Moving or adding space — apply to MOE first (relocation or expansion).
  • A new school name — apply to MOE too.

Getting it wrong is expensive

MOE won't register a school without approved premises and fire safety — so a lease signed on the wrong unit can mean months of rent before you can open. Check the premises first, register before you teach 10 or more, and keep MOE updated as you grow. When in doubt, ask MOE before you act.

Common questions

Do I need MOE registration to give 1-to-1 home tuition?

Most 1-to-1 home tutors don't run a school, so this rule isn't aimed at them. It's about places that teach 10 or more persons. If you're unsure about your own setup, ask MOE.

Does online tuition need MOE registration?

MOE's rule is about schools in Singapore teaching 10 or more persons. If you run large online classes as a business, ask MOE how it applies to you before you grow.

Do enrichment centres need to register?

MOE's page names tuition and enrichment centres that teach subjects taught in mainstream schools. If you teach something else — like music, art or coding — ask MOE whether you need to register.

Do I need a separate licence from the Committee for Private Education (CPE)?

Not for normal tuition. MOE's page sends schools to the CPE (now part of SkillsFuture Singapore) only for things like diplomas and degrees, full-time international curricula and privately funded special education.

Does the MOE certificate expire?

No, but you must keep it up to date: add new courses and teachers before they start, re-register your management committee every 3 years, and apply before you move or expand.

Can a teacher start before MOE has registered them?

Register every teacher before they teach at the centre. If you need someone to start quickly, apply as soon as you've hired them — you can add up to 20 teachers in one application.
